Nawaz Sharif government announced Low Cost Housing Scheme or Apna Ghar Housing Scheme housing scheme during November 2013. Government housing scheme pledge 500,000 housing units at 1000 places around Pakistan.
Government promised Housing Schemes progress is extremely slow. There is no progress in PM Nawaz Sharif “Apna Ghar” housing scheme. Prime Minster instructed to finalize “Apna Ghar Housing Scheme” by the end of November 2013 but it did not start until to date.
Chief Minister Shahbaz Sharif Ashiana-Iqbal housing scheme balloting is pending yet. I suggest preferring poor or lower middle-class deserving people as well as by birth domiciled citizens of Lahore, as scheme is located in Lahore.

I have applied for Punjab government Chief Minister Shahbaz Sharif Housing Scheme Ashiana Iqbal Lahore. I hope preference will be given to real deserving people.
Note that these are not houses like previous Ashiana Scheme but these are four story apartments. Upper story prices should be one lakh rupees less for each story. Delivery may take up to 4 years. Therefore, it is long time until you need to pay around Rs. 600,000 rupees. I hope CM Shahbaz Sharif will review these terms and conditions. I hope PM Low-cost Apna Ghar Scheme will provide better options. Punjab government Chief Minister Shahbaz Sharif Housing Scheme Ashiana Iqbal Lahore started. So, again CM Punjab surpassed federal government PM Nawaz Sharif Apna Ghar Scheme.
In Pakistan budget 2014-15, 6 Billion rupees were allocated for the said housing scheme. Although this amount is very small when compared to Rs 1,170 Billions of development Public Sector Development Program (PSDP), yet it can be increased later once project start.
Government credibility is very high for Housing Schemes. There is no private housing society in Pakistan that provide cheap ready-made small homes to people. There is huge demand of low-price ready-made housing schemes and small houses in Pakistan. Private housing schemes are mostly plot-based schemes.
Chief Minister of Punjab Shahbaz Sharif should instruct to resolve these issues. Many people here say that future Pakistan India war will be on the issue of water as main Pakistani rivers are coming through India. Lahore is badly planned city whose population has increased to more than ten millions. There is such a huge traffic that we cannot cross road for 5 to 10 minutes at our location at Canal Bank.
An estimate in January 2015 gave the population of the Lahore agglomeration as 10,052,000 (10.05 million). It is ranked 34 in the most populated urban areas in the world. The area of Lahore has almost doubled in the last 12 to 14 years.
Government should make efforts to reduce Lahore population by shifting huge numbers of government offices and army establishments to other parts of the province or country so population distribute evenly across the country. As a volunteer, I have done so much work for this country. What very highly paid officials do?
Competition is grown up among political parties after the emergence of Imran Khan Pakistan Tehreek-e-Insaf PTI and Pakistan Awami Tehreek of Tahir-ul-Qadri. Remember during previous tenure of Nawaz Sharif government ‘Mera Ghar’ Scheme, failed. Now people, press and media are keenly looking at the development of such promised projects.
According to 15 April 2013 Express Tribune “Nawaz Sharif launched the ‘Mera Ghar’ Scheme, the biggest public sector housing scheme. Under this scheme the government proposed the construction of over 500,000 houses for low income groups over the next three years on 20,000 acres of state land, but the desired objectives could not be achieved”.
According to nation newspaper report, on the directives of Prime Minister Nawaz Sharif, Chairperson PM’s Youth Programme Maryam Nawaz Sharif instructed the ministry of housing and works to pace up the work on the “Prime Minister’s Low Income Housing Programme – Apna Ghar” on war footing in order to provide suitable living units to the shelter-less masses.
Presiding over a special meeting to review the status of PM’s Apna Ghar Scheme, here on Wednesday, she directed the high-ups to immediately devise a doable plan for providing 500,000 low cost houses to the low-income people across the country. The meeting was called on the special directives of the prime minister to examine and remove the hiccups facing the scheme. Federal Secretary Younas Dhagha and other senior officials of the ministry of housing and works attended the meeting.
Apprising the chairperson, secretary ministry of housing and works revealed that no tangible development had been made in the scheme owing to the administrative and logistical issues and added that a sufficient amount of Rs 60 billion has been allocated for the purpose during the FY 2014-15. The meeting was further briefed that the provinces had identified the land for the PM’s Apna Ghar Scheme and the initial planning has been done for the 5 pilot projects across the country. The secretary assured the meeting that the project would be completed in a four-year phased plan.
Maryam directed the concerned officials of the ministry of housing and works to consult all the stakeholders and submit a comprehensive and feasible plan for the approval of the political leadership within a fortnight and added that no laxity would be accepted in implementation of the announced projects for the betterment of the masses.
The chairperson revealed that apart from working voluntarily for the PMYP, she would also work on the PM’s Apna Ghar Scheme to be implemented in letter and spirit as per announcement of the Prime Minister in October 2013.

Tuesday, September 01, 2015 ISLAMABAD: Chief Justice of the Supreme Court (SC) Jawad S Khawaja on Monday ruled that the court intervened when the government failed to fulfill its constitutional obligations and ensure provision of fundamental rights of the people enshrined in the Constitution.
Tasleem Ahmed Siddiqui, a former DG who dealt with the Kachi Abadis in Sindh while assisting the court, submitted that the general public, particularly the people of low-income group, doesn’t have an access to the schemes launched by the government. He said that 30 to 35 percent of the country’s population lives in slums adding that people, who manage to get plots, don’t use it and those who can’t afford, don’t have an access to these housing schemes.
He said that he had launched a housing scheme for low-income class in Karachi and allotted 3,500 plots on easy installments adding that the said scheme was completed in two years with all the facilities of schooling and health, etc.
After getting inspired from this scheme, the Punjab government also approached them and they had guided the province, he said.
He said that most of the people migrated to urban areas in search of jobs as there was no civic infrastructure in rural areas, adding that most of the people who shifted to Islamabad are from the KP in search of better job opportunities and the people have played a significant role in building the federal capital.
He said that national dailies are daily flooded with advertisements of housing schemes, which are mostly for the upper class but there is no space for the poor people in these schemes.
He further informed the court that the prime minister had launched a housing scheme with Apna Ghar of 0.5 million houses, allocating billions of rupees in the budget. He, however, on court query replied that since the inception of that scheme only three meetings were held and after that nobody knew as to where the money allocated for the said housing scheme had gone.
The court asked him as to how he could assist it in making such a workable housing scheme where the low income people could be benefited, particularly the shelterless people in the country.
Tasleem Ahmed Siddiqui, however, said that it would require at least two months wherein he would be able to extend his help.
The court asked the expert to work only on federal capital so that the shelterless people could be benefited.
Tasleem Ahmed said that he could assist the court for two weeks.
Meanwhile, the court agreed and directed secretary Law and Justice Commission of Pakistan to convene a meeting in this regard.
The court ruled that after the proposals were submitted, an appropriate order would be passed in the matter.
ISLAMABAD: A two-day International Conference on Affordable Housing & Mortgage Finance organized by State Bank of Pakistan (SBP) was inaugurated Thursday in Islamabad.

The Conference aims to discuss innovative strategies and solutions to increase outreach of housing finance to low and middle income groups, said a statement issued by the central bank.
At the beginning of the conference a message from the Prime Minister, Mian Muhammed Nawaz Sharif, was read by the Deputy Governor, Saeed Ahmed. The Prime Minister said, ‘Pakistan is currently confronting a massive challenge of housing backlog of around 9 million units, out of which, a large part pertains to the economically disadvantage families and members of the lower middle class. This, coupled with a weak governance regime of urban civic institutions, has resulted in the mushroom growth of katchi abadies and slums / squatter settlements in major metropolitan areas.
In line with the manifesto of PML(N), our Government is fully committed to resolve the issue of housing shortage in the country particularly for the low income groups. It has announced a comprehensive housing finance scheme which includes construction of 1000 clusters of 500 houses each for low income families all over the country. To ensure cost-effective access to credit for housing, government has undertaken to pick up a portion of the cost of financing on behalf of the borrower over and above 8 percent under this program.

While addressing the audience, Mr. Akram Khan Durrani, Federal Minister for Housing & Works who chaired the inaugural session, appreciated the steps taken by SBP to promote housing finance. He stated that the provision of affordable housing and mortgage finance are paramount to cope with rapid urbanization. He highlighted the various efforts by the government to come up with affordable solutions particularly for people belonging to low income strata and kachi abadis. He stated that SBP is actively involved in supporting the sector. He emphasized that if proper planning is not undertaken for urbanization it may lead to serious problems.
Governor State Bank of Pakistan, Mr. Ashraf Mahmood Wathra, in his policy address shared SBP’s policy framework for enhancing the flow of financial services to middle and low income groups. Mr. Wathra, while asserting the importance of housing and housing finance for the economy, said that the country is witnessing rapid urbanization and escalation in property prices with increasing shortage of housing units especially for low and middle income groups. In the absence of a sound and vibrant housing finance system, we can expect the situation to further deteriorate. He appreciated DFID, World Bank, AFG and CSAPs for their support in SBP/Mof efforts to improve upon financial inclusion in the country.

LAHORE: Prime Minister Nawaz Sharif on Saturday said the government is keen to construct cheap housing units for the low-income group and provide them with roofs over their heads.

In a meeting with a delegation of SP Tech (Pvt) Ltd, led by its chairman Hans Wilhelmson, the prime minister emphasized that housing was one of the most important human needs and was related to other societal issues like provision of employment, transportation, sanitation, education and health facilities.

The SP Tech team gave PM a detailed presentation on the technical and financial aspects of low cost housing in the country, according to a PM House statement. He was informed that country was facing a shortfall of more than three million housing units with demand in urban areas increasing at a faster pace.
I tried to hire cheaper house but rents are very high everywhere I visited. There are shortages of rent houses so owners have their monopoly of keeping rents high.
Rents are very high these days. Often it is said that poor tenants have no life. Majority of people agree this opinion. Here I will suggest government, world institutions and society in general to care about poor tenants. Unlike government employees, private people do not get any type of transfer allowance or expenditures. This is the reason that government employees life is better supported and more secure.
