This article describe corruption in government jobs & resulting unequal distribution of wealth in Pakistan. Such corruption cause wealth inequality and disparities of wealth.
It is said that what surgeons can earn in few hours, freelancers or lower level employees cannot earn throughout their lives. Pakistan proved dead end for us. It did not provide us equal opportunities. High posts and parliament seats are limited to specific thousands of families. Parties have become tolay (limited group of people) which benefit specific hundreds of families. Outsiders have no access to any resources of Pakistan. No government in Pakistan ever care about deprived people.  Prime Minister Nawaz Sharif is traditional politician but still we hope for the best as we have no other option. USA big IT companies like Google, government and people provide very limited support less than the privileges what clerks of Pakistani government get.

One of my relative said that he could understand my concern about jobs but explain it in few words. Very few people summarize as much as I do. In short, there are families that have even four to seven officers. Father, mother, brothers and sisters all are officers and there are families like ours, which have not a single government employee. Making a person government officers means making a person millionaire. So, many millionaire in one family. Federal or Provincial Public Service Commission, the FPSC or PPSC, do not consider these factors that are promoting unequal distribution of wealth. Almost same is the case in army or military officer’s selection. Actually, nepotism or relationship plays greatest role in getting good post.

During the year 1996-97, I passed Punjab public service commission civil services (PCS) examination. There were thousands of candidates from all over Punjab and I secured 75th position. However, I could not be selected in interview. I was very expert in English. However, I never knew how important is Punjabi language. In Punjab often local language Punjabi is spoken in offices instead of national or official language. I lived in Tarbela Dam and came from there so I never knew nationalism in Punjab. Now I knew Punjabis are as big nationalist as Pashtoons and Sindhis are. Now often media tell role of family, cast (bradri) in selection as some families and casts dominate civil services in Pakistan.
It is the best response I get of my email seeking proper job. If all government departments and companies follow this rule then no will be unemployed!

There is huge difference in work and incomes of private people and government officials. Government official work 40 hours during a week for income 10 to 500 times higher than private freelancers who work around 70 hours or more during a week (500 times for USA or other advanced countries officials). This is very sharp difference. I know it because I worked as a government officer for some time and my father was also government official. I left two 17 grade jobs during 1994 due to some pressure. Now despite having 18 years of experience, I am living like government peon or clerk standard life. My class fellows are in grade 18 to 19 now. Today I remember some of them. Khalid Rashid was one of my best friends and class fellows but proved very selfish later. After passing his B.Sc. (only 249 out of 550 marks) in the year 1991-92 he joined WAPDA as an Assistant Computer Programmer due to the influence of his father Abdul Rashid, who was P.S/P.A to G.M Tarbela Dam. His father old boss Abdul Khaliq Khan appointed him who was Member Water in WAPDA. I think these days he is in Neelam WAPDA project in grade 16 or 17. His father and sister Rehana Rashid who is 19 grade officers in Atomic Energy Commission has big bungalows in the Margalla Town, Islamabad. Similarly, I got 17 grade job in the same department PMO, Tarbela Dam as a Computer Programmer due to many recommendations which I unfortunately left due to my appointment in Pakistan Navy. I personally know many people in WAPDA whose children were appointed like this.

Last government job which I joined was in the year 1999-2000 as a TGT teacher at grade 16 in WAPDA Senior Model School, Tarbela Dam. I got first position in the test held among 78 newly appointed teachers of all WAPDA Schools in Tarbela Dam. All were Master degree of B.A with B.Ed. I still have that certificate which I got from Director PMO Convener. It was contract job. After one year I visited Lahore and returned but Principal Abdul Rasheed told me that you are dismissed because your leave was not approved. He felt no sympathy for me. He was Islamic type person from Hazara district. Later all teachers got regular. Principal Abdul Rasheed was very strict with me but good with lady teachers. Many teachers and lady teachers were very good with me. I liked teaching boys and girls there but hated writing with chocks. Due to my leadership qualities, I played role of leader of newly appointed teachers. I still challenge him and all teachers if they could compete with me in ten subjects of Master level. I am still unemployed despite my huge knowledge and skills. Mind control fear played a role in my leaving of this job.

Sijjad Siddique (or Sajjad Ahmad but Siddique was his father) joined Atomic energy commission during 1993 in grade 17 probably in 19 now. He was son of WAPDA stenographer in Tarbela Dam. Nasir Sohail joined Pakistan Navy as S-Lieutenant during 1993. He might be commander now. He was son of security guard in WAPDA. He was in my senior batch in Navy and destroyed me by telling a lie during his holidays visit that there is no ragging in Navy. Musaddiq Ahmed Khan Tahirkheli joined as Assistant Commissioner after passing his CSS. They were equally talented like me but WAPDA, Federal Public Commission (FPSC), and Punjab Public Service Commission (PPSC) destroyed my career by not selecting me on merit. Everyone knows how many relatives of officials are employed due to nepotism and jobbery. Huge numbers of government employees have one to seven children of same family in government service. There is no estimate of other relatives like brother or sisters which come to service due to their influence and resource. Huge numbers of fake degree holders are also employed in government jobs. Fake experience certificate is common thing which I never made and could not get good job.

It is very tragic that often governments do not acknowledge rights of deprived people for instance in my case. They try to crush or coerce rights claimers. It is the best practice to acknowledge and provide rights to the deprived people. I have been struggling for my rights for a long time without any success.
I wrote about these of my class fellows. All of them were very intelligent and talented. Sijjad and Nasir were five time prayer and Islamists. Sijjad is Punjabi but did his M.Sc. from Peshawar University so he was Pathan favorite too. Nasir was Pashto. Musaddiq was from rich senior officer family so he was accepted in the DMG bureaucracy.
My article and unhappiness over government jobs is justified and endorsed by many people. I only discussed merit but I was deserving person even if nepotism was a factor. In USA government jobs and in Pakistan, nepotism, favoritism or relationship with present of past employees is an important factor for getting post. I see many low cadre WAPDA employee’s children, which were in Tarbela Dam, became senior officers and I remained unemployed despite I was son of an officer. Now my family social and economic status is much lower than their living standard. It is the right reason that I rightly consider consider Pakistan an unfair state so are the institutions like WAPDA. Therefore, my protest and hatred for Pakistan on this issue is not wrong.

I do not say that I am extremely poor but very poor when compared to my class fellows, equal education officers. I have invested in Pakistani government national special saving certificates. According to government of Pakistan officials, it is the safest corruption free fixed investment scheme. More than half of this money was left by my late father. We live below standard life when considered world poverty definitions. We rarely go for outings or restaurants hotels to take food. Children studying in cheap street school. Please keep in mind my qualifications. I am not non-skilled illiterate labor. Please check here, we are far below than this standard If we live to this standard, all of our savings will finish in few months.
Many times mind control stalking gang here say such sentences like “See your mental health”, “See your intelligence”. In this way, they ratify my intelligence and knowledge. Nevertheless, ironically, I never got any post on merit except after my Master’s degree in the year 1994; I was selected officer in Pakistan Navy and WAPDA. I was selected computer programmer in Navy special branch but I left Navy due to excessive ragging during cruel training. In fact, I was homesick too. When I reached Tarbela Dam, when Navy approved my resign, my WAPDA computer programmer post in WAPDA T.D.P P.M.O office was occupied by that time AD admin Ashraf son Asghar. I let WAPDA sanction this post after one-year efforts and finally it reached to someone else. Now I may be appointed as a principal by just a touch of PM Nawaz Sharif pen but I am not friend or family of high-ups so no chance yet!

Few people dare to tell truth about military training. Mostly never open their mouth. I am not against Pakistan Navy but their training was shameless and inhuman. PNS Bahadur Gun room was like enemy torture camp where senior officer ragged us all the time. I acknowledge there were some kind senior officers and junior staff too. I joined NAVY due to misinformation of my class fellow Nasir Sohail, who was appointed in Navy six month before. He assured me that there is no military training. He was lying. I openly confess that I had homesickness and want to return to my better post where my father was officer too but if there had been good experience, I would have stayed there.
Pakistan Military and Civil Superior Services Employment My Experience.
Pakistan army provide officer high rank employment by ISSB and central government by CSS (Civil Superior Services). I have experienced both and found military ISSB more transparent based on merit and intelligence. ISSB is based on IQ while CSS is based on brain memory strength. I passed ISSB during 1994 from Kohat and later selected ranked officer by Naval headquarter. My two class-fellows Nasir Sohail, a son of security guard and Zubair Khan, lower grade WAPDA employee were selected officers in Navy. Both were intelligent boys. All mentioned were my college fellows from Wapda Degree College Tarbela Dam. However, it is well-known concept that only high-ranking bureaucrat’s children are selected as DMG (City commissioner category) or Foreign Service officers. My class-fellow Engineer Musadiq Ahmad Khan was selected as assistant commissioner. He was son of very senior officer and belonged from bureaucrat family. Do doubt he was very intelligent.

I appeared in CSS in the year 1994 (held during 1995) and declared failed in English. I do not know who prepared and marked papers but paper used such vacublory that is rarely used in Pakistan especially in offices. Once high-level secretaries took my interview and were not as good in English like me. Later I passed PCS from PPSC Lahore in the year 1996 band secured 78th position but could understand employment procedure. Few of my class-fellows and college fellow boys and girls were selected officers in Pakistan atomic energy commission. Now they are billionaire. They were children of middle cadre WAPDA employees and were very hard working.

I write this review not because I am angry young man but I am expert of internal employment procedures of government departments in Pakistan. I am analyzing and evaluating it since the time I get my Master degree back in the year 1993. Like employment procedure in USA government, nepotism is very strong factor in Pakistani government. Check it and see how many large numbers of relatives are present in government service. I remember one very honest claiming employee who told me that I never took bribe but I accept I helped my brothers and sisters getting job in WAPDA. Many whole families are in government posts. I remember those days when there were long ban on government employment (10 to 15 years long). Even in those days officer’s sons and daughter use to get Engineering and other posts when authority use to lift ban for a week or so on the pretext of urgent need and they use to hire good numbers of officers by just giving circular on a small notice board of head office. I personally know such Pathan Engineers (From K.P province) in WAPDA, who were WAPDA employee’s children, who copied in examination by opening books and become Engineers in WAPDA. In those days, influential people use to purchase examination-supervising staff. Punjab is no different but in Punjab rich people use their money in taking marks at examination marking/checking centers.

People insist to tell names. These are two to whom I see copying by my own eyes during examination. Engineer Asghar Ali s/o Dilwar Khan (Officer Transport WAPDA at that time) was my class fellows. Water bringers use to bring solved question for him other than books. Other is Waheed Ramzan s/o Muhammad Ramzan (Superintendent Engineer WAPDA at that time). Both occasion were WAPDA Degree College, Tarbela Dam examination centers. I came to see Examination Superintendent, who was Chairman of Mathematics MSc. department at postgraduate college Abbottabad at that time and I was once his student. I do not want specific punishment against them because there are hundreds of such people so whole system need to be reformed. One of my past best friends Khalid Rashid was appointed as Assistant Programmer WAPDA at PMO (Project Monitoring office) Tarbela Dam without any post announcement or interview on the recommendation of then member WAPDA Khaliq Khan on the request of his father Abdul Rashid (who was P.A to GM Tarbela Dam). One of my friends Jahangir Khan was not even matric and was labor in WAPDA. He took fake matric certificate but registered from board. He was then transferred to WAPDA House, Lahore and worked with WAPDA authority at seventh floor. Now he is working in LESCO. He earned millions from WAPDA and employed his brothers in WAPDA. He himself told me that bribe income is much more than his salary and large numbers of employees are taking bribe.

I cannot understand how people become senior officers just by getting degrees but not with great knowledge. I remember an episode when I was senior teacher in WAPDA Senior Model School Tarbela Dam. It was during the year 1999-2000 that I was daily wage teacher there. I stood first in the appointed batch that was regularized later. At that time, Principal was Abdul Rasheed or Abdul Rashid. He was cool with lady teachers and rich teachers who use to borrow him car etc. He was Islamic minded person belonging from Manshera Hazara. He was very harsh on me. I was also running a tuition center at my home where I use to teach boys and girls five subjects up to B.A/B.Sc. level. Yet he assigned junior classes to me. Once he told me that you could not teach properly to junior classes. I get angry and told him that I am ready to compete with you in twenty subjects, ten of each one’s choice. Any neutral party like F.P.S.C may conduct test exams. He get angry and asked me to leave. My challenge is still there for Principal there. Once one girl fainted due to hot weather. His pathan father who was WAPDA telephone superintendent and the principal gave me threats. Principal peon Imtiaz was wicked man to whom principal kept as his pet.

Former Principal Abdul Rasheed may be rich man as all grade 19 or 18 grade retired officers are rich but he never cared about my career. Unfortunately, no one take actions on these facts. Head of institutions or departments should take Suo Motto actions. Former Chief Justice Supreme Court of Pakistan Iftikhar Muhammad Chaudhry Suo Motu actions were very popular. He was among few people in Pakistan who tried to dispense justice to his favorites by Suo Motu action.
By close evaluation I noted that there are no jobs for aged and skillful people unless they possess experience certificates and fulfill age requirement. I recommend that skills after any specific degree should be considered experience. For example if a person is self-employed for sixteen years after obtaining his Master degree than he/she should be considered sixteen years experienced person unless he/she possess required skills for any job. These measures are very important and necessary by considering high level of unemployment and corruption in the Pakistan.

First of all recruitment procedures are traditional and outdated. There is no innovation in employing people. Despite my proven work over internet and fame, I never got any good job offer from government or private sector. Even international organizations which provide jobs on merit cum need basis do not consider innovative or direct employments. There are only rigid rules of recruitment which failed to prove their effectiveness due to bad outcome. World especially Pakistan is brewing with discontent and uncertainty. Aged and famous people having proven record should be given direct employment offer. There is no logic in age restriction if governments care about aged people and their families. Age restrictions for any job are coercive and exploitative measure. There should not be any age restrictions for any post. It will be considered care for old people. Poor and needy families should be preferred.
There should be many other factor which must be considered for selection on priority basis namely applicant’s family members, children, need, poverty and disease.
Job Application procedure should be simple and quick. Once I applied for a post in British council. Their application procedure is very simple. You do not need to submit any documents. Application can be downloaded and submitted online. Every thing is verified at the time of interview and appointment. Similarly last month I applied for many posts in United Nations, UNO, Pakistan and IT posts in The Punjab Information Technology Board (PITB). They provide latest method of online application submission with CV details. They do not require any type of documents until interview or appointment. It is the most modern employment procedure adopted by advanced countries.

Proved skills should be preferred over experience. At many places I observed that people make fake experience certificates. I have sixteen years of experience but I have no supporting experience certificates and letters except few genuine ones. However, due to my experience and skills I can compete and surpass many randomly selected officers of grade 19 or above. I know there are many who are more talented than me but I am better than majority of these officers. Including over all virtues and talents I can surpass many such officers. I challenge to compete in 40 subjects and disciplines. Twenty subjects of my choice and 20 subjects of my challenger’s choice. I knew many such grades 18 and 19 scale officers who were well below than my knowledge and versatile skills. As far as members of parliament are concerned, only small numbers of members could compete me in knowledge, wisdom and skills. I am not praising myself in order to boost but I want to prove my skills and eligibility.

If this had been an employment procedure in Pakistan I would have been employed 16 years ago. So, faulty and corrupt employment procedure destroyed my career.
Around fifty of my class, school or college fellows of Tarbela Dam are working on senior government officer posts in grade 19, grade 18 and grade 17. Even few of my students are government officers. These are those to whom I know personally. There are hundreds of other college fellows on senior government posts. They are taking benefits of around 50,000 rupees (625 US dollars) per month. Many of them were almost intelligent like me. Some of them were very dull but they got jobs due to their influence, favor, bribe or regional quota. Many of them are from officers families and many from poor families. Almost all of them were WAPDA employee sons or daughters. I know personally knew many officers families. All of them were rich. Making them officers is making them rich. You will be amazed to know that some families have two to six government officers including husband, wife, sons and daughters. Government officers have 1 Kanal area government accommodations in Lahore and other area. Rent of such homes is around 30,000 rupees. Today on May 19, 2009 one government doctor of Sialkot was travelling with me in a bus. He told that initial salary of doctors is 23,000 rupees and he is taking 27,000 ($350) per month. Government job is an easy task where employees often get salaries for just passing six to eight hours. Some employees takes salaries without attending offices regularly. People of Pakistan pay these salaries by taking high burden of taxes on their shoulders. On every item we purchase we pay heavy sales tax to government. There are numerous other taxes as well.

Ultimate evaluation of employment and recruitment infrastructure can be observed by the efficiency and economic rating of that country, existing corruption, economic growth and institutions earning. Unfortunately Pakistani economy has collapsed and our institutions are suffering losses. Corruption is prevalent in Pakistan. Corrupt employees are so powerful that they are giving me threats while I am writing this article. Many Pakistan government employees and officers told me that around ninety percent employees do any type of corruption like bribery or mismanagement of public funds (It is unverified statistics. However, people say majority of employee in Pakistani offices are corrupt. At least it tells that large numbers of employees are corrupt). I know many of such employees who got Pakistan government job/service due to nepotism or bribery. My few friends got good job/service since they were regular prayers. I know many such girls who were given Pakistan government job/service due to their beauty. Some girls were provided job/service since they were vulnerable to sexual exploitation.

Majority of Pakistan government employees are recruited by Pakistan public service commissions including Federal Public Service Commission FPSC, Punjab Public Service Commission PPSC and other commission of other provinces. Others were recruited by autonomous bodies like WAPDA or banks. Military recruitment agency is Inter Service Selection Board ISSB. Military could not save Pakistan from economic and social collapse. There are numerous defects in employment process. Often deserving professionals do not get jobs. Our employment structure is not updated to modern criterion. Departments do not allow online submission of applications. Often jobs are advertised in many departments but professional do not get information about these jobs. Email alert system along with database submissions are wonderful options. These solutions are being used in advanced countries. It saves postal and photocopying expenditures and poor candidates can apply online. My sixteen years unemployment record is a sad story. I completed my Master degree during the year 1993. I completed all my education in Tarbela Dam. I wanted to become Assistant commissioner or lecturer in WAPDA degree college, Tarbela Dam. Unfortunately there were five years ban on employment at that time. WAPDA College never announced any post for Mathematics or computer sciences.

I got and lost three government jobs. During the year 1994 I get grade 17 job as a computer programmer at PMO office in Tarbela Dam. However I left this job after one month by giving leave application. I tried my best to take my seat later but I was not reinstated. I want WAPDA to pay me salary of fourteen years and reinstate me with promotion.
I want to tell that chairman WAPDA sanctioned this post on the request of GM, Tarbela Dam in response to my application. However, Assistant Director, Tarbela Dam Mr. Ashraf of that time employed his son Asghar on this post. Since he was Assistant Director of Tarbela Dam all letters from WAPDA House use to reach to him first. His residence was in Main colony, Tarbela Dam. Basically he belonged to Hazara district. He might have received my reinstatement letter but he appointed his own son instead. Later Mr. Ashraf appointed his son in WAPDA Degree College. I know numerous such regular employees on senior posts who were employed on daily wages or contract. I do not want to name them because such things happen in every department in Pakistan if one has some influence.

In the next months I was selected as a programmer or sub-lieutenant in Pakistan Navy. I was reluctant to join Navy because I already had officer job in my own town. My two class fellow Nasir Sohail and Zubair were selected in Pakistan Navy in the previous batch. Nasir Sohail might be lieutenant commander by now. He was visiting Tarbela Dam by that time. He was good boy. His father was just a security guard in WAPDA. I asked him about Pakistan Navy service. He told lie by saying that there is no ragging in Navy and you will only go to office for your computer based office work. I joined Pakistan Navy in October 1994. It was technical job of computer programmer in special branch. I was directly recruited in grade 17 as a sub-lieutenant. However I left this job due to military training and ragging. I was not expecting such a harsh ragging which use to continue late night till 2.00 A.M. I requested discharge due to this ragging and allowed to leave in March or April 1995. So by one lie destroyed my career since I did not get WAPDA service again. Even senior Pakistan Naval officers in Karachi and by batch fellows told me that WAPDA job was better. I want Pakistan Navy to pay me salary of fourteen years.

I got my third job during the year 1999. I was Senior teacher in WAPDA Senior Model School Tarbela Dam in grade 16. I always topped every professional test during one year. I left this job during the year 2000 since it was on daily wages. Later WAPDA regularized all daily wages employees. I tried to get the post again but GM, Tarbela Dam refused. I want chairman WAPDA to reinstate me along with the salary of previous years.

I have all official and legal documents regarding employments except my appointment letter as computer programmer in PMO, TDP office Tarbela Dam. However one can seek this letter from WAPDA record/administration section.
During the year 1994, I got computer programmer job/service in grade 17 at Tarbela Dam. However job/service was on daily wages. During the year, 1994 I was directly selected as computer programmer as a uniformed officer in Pakistan Navy. Inter Services Selection Board ISSB provides slightly better procedure of recruitment. By leaving WAPDA job/service I reached Karachi. Unfortunately Navy started military training. Within six months I left Navy due to excessive ragging. Meanwhile I send hundreds of CVs containing photocopies of degrees and certificates to federal public service commission FPSC and other departments. During the year 1996, I passed Punjab Civil Services competitive examination (PCS) at Punjab public service commission PPSC. I was high in merit list but could not find any source of favor in interview. During the year 1995, I appeared in Central Superior Services CSS examination. Surprisingly I was failed in English paper despite very high marks in other subjects. English paper was unnecessarily difficult especially designed only for those candidates who came from English speaking countries. This type of English is never used in our offices or society. During the year 1999, I get senior teacher job/service in WAPDA senior model school, Tarbela Dam which I continued for one year. Meanwhile I went to Lahore for any emergency work. On my return principal told that you could not be reinstated. During the year 2003, I taught in Islamabad Cadet College for few months but principal apologized without any notice.

I have been working over internet for many years. I concluded that response over internet is extremely discouraging. I am unhappy that internet and our email inboxes are filled with offers known as scams and fake invitations but there are no real opportunities and offers. I did not get any internet business development work. I never received any offer of job. Few business partnership proposals did not realize. I offered all types of great offers of website development, internet marketing, business promotion and software development and resale. It is failure of information technology. Information technology failing during its inception decades since Information Technology is only few decades old.
In such circumstances there is no work for freelance professionals. I am amazed that there is no reliable institution of online work at home jobs in Pakistan.
